Fixup asset XMLs (#1363)

* Some TlutOffset stuff

* make unknown-format texture I8

* Fix object_ani TLUT stuff

* Add some missing `TlutOffset`

* object_owl eyes TLUTs

* fix dims and TlutOffset on unused mido textures

* Add missing `TlutOffset`
